Puget Sound may become no-sewage discharge zone
BREMERTON, Wash. (AP) - Boaters on Puget Sound would be prohibited from releasing any sewage - treated or untreated - if the Washington Ecology Department persuades the federal Environmental Protection Agency to declare the sound a "no discharge zone."

Under current rules, boaters are allowed to release treated sewage, but they should be using pump-out locations, said Amy Jankowiak, the department's leader on the effort.

If the no-discharge zone is approved it would include recreational and commercial vessels in all inland waters south of the Canadian border and east of Dungeness Spit, which is near Sequim (skwim) on the Olympic Peninsula, the Kitsap Sun reported Wednesday.

Ecology officials decided last week to petition the EPA for the designation and a draft petition is expected to be ready for public review by the end of the year, Jankowiak said.

"We've gone through almost two years of doing research and talking with stakeholders," Jankowiak said. "We're ready to move forward with a draft petition."

Under the federal Clean Water Act, states have no authority to regulate sewage from vessels except within no-discharge zones. Nationwide, more than 80 no-discharge zones have been approved in 26 states, Jankowiak said.

Several commercial and recreational boating organizations have been involved in the planning, yet they remain unconvinced of the need to establish a no-discharge zone.

"Recreational boaters want a clean Puget Sound," said Steve Greaves, president of the Recreational Boating Association of Washington, "but it's difficult to see how a no-discharge zone covering all of Puget Sound is going to change anything."

Since dumping raw sewage is already illegal, the discharge of some treated waste seems insignificant, he said. Ecology has been unable to say how much the water quality would be improved if such sources were eliminated.

"We would like to quantify the size of the problem," Greaves said. "Where does this rank compared to all other pollution? Once we know the size of the problem, we might be able to find other ways to handle it. Meanwhile, we'd like to continue to dialogue and come up with a better solution."

Washington residents own more than 47,000 boats over 21 feet, according to Ecology figures. Nearly 700 commercial vessels stay in Puget Sound year-round, based on estimates from 2005. That year, oceangoing ships made nearly 3,000 trips into Puget Sound.

Large cruise ships have agreed voluntarily not to discharge their treated sewage into Puget Sound, but the no-discharge zone would establish a permanent, enforceable rule.

About 100 public pump-out facilities are located in Puget Sound, along with 13 pump-out boats, according to Ecology figures.

Collisions:  One of the first rules of safe boating is to keep a good lookout. Another is to avoid obstructing a channel, but the main point of the navigation rules is to prevent and avoid collisions. At one time they were even called The Collision Regulations. 

Always maintain a lookout: If you are not alone assign someone to be the lookout and tell you about other vessels around you, especially on crossing courses or coming from the rear.

Maintain a safe speed: Keep the speed down when around other vessels and especially in limited visibility, at night, fog, rain. Do not speed through congested areas such as marinas, narrow channels, regattas, and docks.

Makes course changes early and obvious:  If you are approaching another vessel and need to change course to avoid them, do it early, and make it a big enough change that it is obvious to the other skipper what you are doing.

If encountering large or slow vessels that can operate only in the channel, stay away from them. Do not impede their safe passage.  And don't insists you have the right away in your sailboat over a vessel that cannot move out of the channel and would take a mile to stop. You don't have the right of way. Read the rules. Sailboats do not always have the right of way.  And Small powerboats should stay well clear of large vessels.

On Personal Watercraft keep looking around you. This is doubly important on a PWC. They are fast and quick. Things can happen very fast and collisions are the number one accident on PWCs.  So keep a 360 degree lookout a slow down around other vessels. If running together with another PWC, know where the other one is at all times.

Know the navigation rules: study them and practice them.

This is a serious problem around Marinas, and boats with Alternating current on the dock and on board.  Every year several people, usually children, die while swimming in a marina or around boats with AC on board.  This is preventable. None of these deaths or injuries (in some cases) ever need occur.

BoatU.S. urges action to protect California boat tax dollars

BoatU.S. has put a notice out to its California members asking them to help preserve the boater-financed Harbors and Watercraft Revolving Fund for boating purposes.
California Senate Bill 436 would open up the HWRF for non-boating projects, including the prevention of damage to streets and other property caused by beach erosion and flooding.
“While the prevention of such damage is important, boats are not the source of the damage and using boating dollars to support non-boating programs is a dangerous precedent,” BoatU.S. writes in the member appeal.
The association is asking members to contact their legislators and urge them to vote against the bill.
The California HWRF is funded by boat registration fees, fuel taxes and other recreational boating proceeds and used to pay for docks, boat ramps and other boating-related improvements throughout the state.

My Rant About PWCs   The following are a sample of accidents involving personal watercraft, commonly and incorrectly called Jet Skis. (like calling all facial tissue kleenex, or all copiers Xerox). Jet Ski happens to be a trademarked name of Kawasaki. All of these occurred over a span of only 3 or 4 days. Imagine that this is a representative example of what occurs all year long.  Yes, one was in another country, but this is not just a USA problem. It is a worldwide problem.   All of these were avoidable.  Part of the problem is many people consider these watercraft toys. They are not toys! Any vessel that can go anywhere from 30 mph to 65 mph (and some go faster) is not a toy! These are boats and should be operated and treated with the same caution and respect as any motorboat.   Unfortunately a lot of owners allow their children to operate them as if they are toys and ok for children, but they won't let the same child operate their powerboat alone. Many states and countries set minimum ages, that is, no one under a certain age can operate them. Some states say they can if accompanied by an adult,  others say not at all.  Some require a special course for PWCs, others only require a boater education class or boater card.  These rules are not uniform across the US.  They are also widely (and wildly) ignored.  I have witnessed adults allowing young children under 13 to operate them alone.   But actually the worst operators seem to be adults. On the lake where I do most of my boating and fishing there are a pair of adult males who like to race around the lake, doing 360's wild turns, wake jumping and other tricks.  If they were the only ones out there that wouldn't be too much of a problem. But they seem to always do this when there are lots of other boats present with people skiing, wake boarding, pulling watertoys, canoeing, kayaking, fishing and sailing.  On a lake that is only about 3 miles long and a mile wide this is mayhem and just prime for an accident.  And they have happened. But this isn't the only place. I have seen the same kind of behavior all over the country.   I am not against the use of PWCs.  I have used and enjoyed them myself. they are lot of fun. When they were first introduced they became hugely popular, but it became quickly obvious that rules were need to control their use, so most states passed rules for PWCs.  If these rules are obeyed, PWCS can happily coexist with other watercraft and water activities.   What is required in addition to education is enforcement.  I have seen the town and county law enforcement out there only a half dozen times during the summer and the state officers not at all. In past years the state officers were out there at least a few times a month.  Why is this?  Simply lack of funds for enforcement, lack of personnel and lack of trained officers.  The recession, which is supposedly over, has reduced the presence of law enforcement on some waters dramatically. However, in areas where there are high risk facilities (spell that Homeland Security), like power plants, the presence has increased.  Boating law enforcement is just spread too thin.
