I put this one at the top because these fellows did everything right, except they didn't have an EPIRB. The Coast Guard could have located them ina few minutes if they had had one. Part 3 -Ventilation and Flame Arrestors:

Boats that have an inboard gasoline engine must meet several standards; ventilation and a flame arrestor on the engine.

In the early part of the twentieth century, when gasoline engines began to be used in boats it was soon discovered that gasoline powered boats can explode and catch fire if there is a fuel leak. The Motorboat Act of 1940 required all operators of inboard gasoline powered boats to install a ventilation system in the engine compartment. This was intended to remove any gasoline fumes. The Federal Boat Safety Act of 1971 made the ventilation a manufacturer requirement as well but it is also still an operator requirement. In 1984 the ventilation requirements were changed to require a powered blower if the boat has an electric cranking motor (a starter), which includes almost all inboard powered boats. The blower was added to exhaust fumes from the engine compartment before starting the engine. Your boat should have a label near the ignition switch that tells you to run the blower before starting the engine.

Also, a significant source of ignition for fires is a backfire through the carburetor. So the Motorboat Act of 1940 also required that a flame arrestor be fitted to the carburetor. Flame arrestors do not prevent backfires. Backfires are prevented by properly tuning the engine. When a backfire does occur the flame front is cooled and stopped by the copper screen in the flame arrestor, preventing the flame from igniting any fumes in the engine compartment. Even though most inboard engines today are fuel injected and have electronic ignition systems, there is still a potential for a backfire so the flame arrestor is still required. If you are concerned that the arrestor may restrict air to the engine, and that there is no filter, there are flame arrestors available that also have built in high pass air filters that do not restrict the air intake.

Ventilation is not required for outboard engines as long as they are installed in the open. In 1940 there were very few outboard powered boats. In the 1950’s and 60’s when outboards came into their own, most had portable fuel tanks. Today the opposite is true. Most outboard powered boats have a permanently installed fuel tank. If there is electrical equipment in the fuel tank compartment, and the electrical equipment could cause a spark, then the compartment must be ventilated. If the outboard is in an enclosed compartment ventilation is required, but this is rare configuration.

Flame arrestors are not required on outboard engines. Two stroke outboards are incapable of backfiring. Four stroke engines can backfire but they are outside the boat so a flame arrestor is not required.
